Moving and fixing active covers

Some functions are reached best from an active cover (think settings/wifi/etc.) so it works like a widget. It would be nice if I could move that cover I like to for example the left topmost position.

Or to any position, like the topmost right, and fix it there. This prevents floating covers with closing apps, and causing the "hey, that one was not there before, it was here!" syndrome.
