Can't set volume low enough while call on speaker

I was making a customer service call that played music while in queue. I tend to put the phone on loudspeaker if I'm somewhere it won't bother anyone else as this enables me to do something else and switch off the speaker when a person picks up. To my surprise I noticed the lowest volume setting available wasn't very low at all. Instead of the usual steps like in the Media volume rocker, there were only 5 or 6 of them. I understand to some extent if it's not supposed to go on mute (accidental muting), but I'd like it to be possible to get it to go way lower than it does now, let's say to at least 1/3 of the current minimum. Maybe separate volume rocker should be available for loudspeaker and the "normal" speaker.
