Pressing the volume key (up or down) while the screen is locked changes the volume. Double tapping within a few seconds to show the lock screen also shows the volume bar. This is not the ringing volume, but the application volume. This should only be allowed when an application specifically needs it (ie. music player).

Edit: atleast since 1.1.1.27 the volume keys do nothing when the phe is locked and screen is off. Nor does pressing the volume-rockers wake up the screen. Only when the screen is on and the phone is locked/unlocked do the volume keys adjust the volume.
