[bug] smartselect the better network (prefer stronger, not the better technology)

On weak network conditions ther are situations who Jolla select the worst network.

Example:

2G - with 4 Bars are better than 3G with 1 Bar

with the 2G you have connection to internet with 3G not, also it is not possible to be called in 1 bar condition, so it would be smarter to stay at 2G.

You could impement this as an selectable option in System > Mobile Networking
