I think developers should be able to describe their apps in as many languages as they want (even if the stuff won't be able to fully verify those descriptions). Currently only available seem to be English and Finish.
I think that at a very least we should be able to choose any language that the device supports. So assuming by keyboard layouts the minimal list would be:
BTW If - for whatever reason - you need to verify descriptions before publishing. Then you can always use Google Translate to get a rough translation that should be enough to verify if all translations mean more or less the same.

Edit: Just to clarify - this request is NOT about adding Google Translate to the Harbour. This is about an ability to provide human made translations to description. For example I was not able to add my native language to app description. And so I had to add Polish description inside the English one.
