looks like the network adapter on the laptop doesn't get assigned an IP address. DHCP issue perhaps? if I manually assign it an IP, and DNS server settings, tethering works fine again.
I got this working before via the following package: usb-moded-connection-sharing-android-config which I installed from terminal using pkcon.
