Why's the top menu only in Lock screen now? 1.1.9.28 early access [duplicate]

Hi!

Love the new carousel look, this N9-ishness would have been nice to have from the start!

The one slight thing I find hard getting used to is the lack of the top menu.

As far as moves are concerned, settings can be launched from the top menu or from the bottom applications, but even a commonly used icon takes longer to find than a menu item.

Would it be possible to get the global top menu back?

Why was it removed?

I always thought it was simply an omission. In 1.1.7.x and before, the pulley menu was in the lock screen. You could easily swipe between the lock and home screen so it was easily accessible at any time.

Now it is still in the lock screen as it has always been but you cannot get back to it easily. It is the second part (getting back to it easily), that has slipped through the net. I hope they move the menu from there to the home screen where it belongs.
