TJC: add hints/guideline/top-news to top of the page

Hey everyone,

lately I've seen a lot of effort from other users here at TJC trying to keep everything tidy, making guidelines, tagging questions as duplicate etc. Since we are a growing community and constantly welcoming new memebers who still aren't used to the way post should be made/tagged etc, I think it would be a good idea to add some hints/tips/guidelines to the top/front-page of the TJC website. This space could also be used by Jolla/TJC moderators to post some interesting news/info that would be immediately visible at the top of the page, instead of being drowned in the sea of questions opened every day.

There's help on the top, guidelines link under featured tags (top right) and about / faq / help on the bottom.

In overall the visibility on desktop view seems decent, just the guidelines content needs some improvement (WIP), especially to be more attractive/fun instead of current mess of "rule" like guide posts (some originally written by me, now looking quite bad even to myself hahaha)

In mobile layout, however, both the top and the featured tags are missing (except for the yellow bar shown to users before signing in). On mobile, also the visibility might need improvement. People are browsing with mobiles more and more often, so your suggestion on having something useful on top (also there) would be nice indeed.

There's also app "Together" for Sailfish OS which doesn't link to any of the guides. Ping for the developer @mike7b4 - great app, by the way, suggesting to try that!

edit: Oh, and for the "interesting news/info" part in your question, the featured tags and Tracked questions below that should serve in that purpose (just to make this answer more complete)

I browse on mobile (Firefox, Android - I'm waiting for the tablet) and my priority on this and similar sites is to maximise the number of visible threads/questions. So if you add stickies or announcements please make them suppressable or permanently dismissable.
