Put the apostrophe on the alpha page in the Italian keyboard layout
Many common Italian phrases contain an apostrophe, and it is inconvenient to have to switch to the numeric layout to reach it. There is space for it in the second row, it would make sense to have it on the side of the "L" key.
Alternatively, the dead "`' accent could be used to input an accent if combined with a space. This would at least save a switch to the other layout.
can i change this setting in an unofficial way? It's quite annoying

Sure, you can avoid some of this problem in the cases where the phone's prediction catches what you're trying to type, but this is hardly a good justification to keep it on the second page. Predicion is not an infallible feature, and more over doesn't even work for some text input fields (like the browser).
