Not able to install usb tethering on 2.0.4.14 after resetting aqua fish

I had installed usb tethering through developer mode on aurajoki which worked on fiskarsinjoki very well but after resetting the device I am not able to install usb tethering through developer mode. I used pkcon install usb-moded -connection-sharing-android-config and also used pkcon install usb-moded-connection-sharing-android-connman-config but still not successful.
