I suggest the following, only when we connect a USB cable connected to a PC :
When the option "Developer mode" is enabled, the default plug mode can be "developer Mode".
When the option "Developer mode" is not enabled, the default plug mode can be "PC Mode".

On the command line use usb_moded_util -s <mode you want> (mode you want is one of pc_suite, developer_mode, charging_only)
You can do a lot more with usb_moded_util (use -h to get a list) The settings UI unfortunately does not support it.

Go to
Settings -> System Settings -> USB
and set your USB connection mode to "Always ask".
This opens a prompt (charge only/PC connection) whenever USB is plugged in.
Does this do what you want?
Sometimes, (N900 experience) it's annoying to unplug / replug USB cable to set the mode. I think the question was sometinhg like that : is it possible to change USB mode without unplugging USB cable ? This is quite interesting regarding the expected USB mass storage mode.

The problem comes when you press the wrong option (Charge only when you want to be connected), you cannot change this situation unless you disconnect the connector. With the N900 you can change the USB connection mode.

Check out the app "USB Switch" from the Jolla Store, it is a user interface for switching USB connection mode while the USB connector is already plugged.

The question is a bit too terse to understand the feature requested.
If you mean:
Please, add a way to change the USB connection mode between Charge only/PC connection/Developer Mode at any time, instead of once when the device is connected
Then I agree that this is a feature I would like to have, if it is possible.
By the way, you can still change the question and improve the wording; it could get more votes this way.

Yes, this is new feauture ;-) , It is possible to add two options :
1) ask or default to developer mode, 2) ask or default to PC mode ?
Or, much better, give the option to change the connection mode.

And the option to change connection mode is the first answer below. Should not be hard to tie it into some qml. Or make a small script that does exactly what you want. Because to be honest going to settings->usb->... is pretty long.
