After much searching, I have found a person selling a Jolla C in my country. I would like to know if formatting the phone is enough so that I can use the phone with my personal Jolla account and that the seller does not have to give up his Jolla account to give it to me.

i did uninstall all apps, deleted all my data, made a factory reset and removed my Account then sold the device. bit that is in fact not your problem.
you as the new owner create a new jolla account and use this in your phone.

There is no device account. Only an user account (https://account.jolla.com/). As soon as you login on the Jolla C with your user account, the device will be tied to your account. The person who sells you the device, will not lose his Jolla user account.
So yes resetting the phone is enough.

Hi, to answer your question i logged in into my own Jolla account and checked the device connected to it. My device was listed, however there was no button or option to unlink it from my account. This probably means that when I sell it and the buyer associates his own account to the device, the device itself will get automatically disconnected from my account and connected to the new one. So all the seller needs to do (and can do) is just deleting the account from the device.
However, it would be interesting if folks who sold their device could check and confirm this.
