I see no scanning nor searching happing. It seems to me the radios are all off, unless you select to disable flight mode. The spinner is indeed unexpected.
Which version of Sailfish are you using? On 2.1.3 on my J1 I get no spinner, and can select between disabling flight mode, or WLAN-only. Perfectly adequate, IYAM.
