[Bug] 3.1.0 Notifications bar/text does not pop up anymore

There seems to be a bug in 3.1.0 where the phone will vibrate to indicate a notification nut no notification will pop up the top, it can be seen in the notification home page on the left but they no longer pop up at the top as they always used to.

After a restart the popup will work again, but what cause it stop working after a while I do not know.
