VPN is only required for buying the license (Jolla offials say it is restricted to EU+Norway+Switzerland, but in practice I find the geoloc of the cloud they use (= Amazon) lousy, and even I needed some circumvention (= SSH tunnel to the Uni where I work) to get my Sailfish X license).
once you have a valid license (or a Free Trial version), you should be able to fetch the updates from wherever you are in the world). Either with the GUI, or the command-line. see Jolla's zendesk.
If you want the flashable image, you can get download it from the shop
If you have troubles downloading stuff, it might be only problems with the cloud servers, specially for the cryptic 500 ngix errors on the website. (isn't Amazon having something like Prime days recently, that might overload a bit their cloud ?)
Some "internet magic band-aid stuff" like some branded VPN, isn't going to helo you. (and neither the more serious options like SSH tunnels or Tor).
To actually use a VPN, forget about installing some random crappy Android app. You need to see what standards they use, and then use the Settings to try to get a VPN profile set.
Thank you for your answer, much appreciated. It's funny that before I bought a license, i could get updates but since I paid them, I get nothing. Jolla tells me that they only support authorized countries, i.e. Europe. Funny that they certainly didn't refuse my money.
Can others chime in on this please.

I am in the US too and have never had a problem with updates.

Having said that, if they support OpenVPN (or some other method supported by SFOS VPN) as a client (which I doubt) you might be able to set up the Sailfish VPN according to their instructions.
