Instead they need to have multiple pointers to a license: has it been boucht: if yes, point to the transaction. Holder of the license/current owner. Originally the buyer, but changes when the account on the device changes. In this case the license is still marked as bought, the transaction would be trackable, but the original buyer would not be the holder of the license, instead that would be the new account.
The way Jolla tracks licensee is not flexible enough. What happens if I sell Jolla phone which actuallly contains Sailfish license? New owner changes the Jolla account and after that what happens? Does the shop work? Can new user donload upgrades if the device has been reset to factory settings? I suspect it would work.
This is complicated as apparently the difference between free version and licensed version is the Android support or to be precise, ability to install and use the Android support. This is rather difficult and will stay that way for a long time. Imagine if Android support is not requred anymore, no one buyes license as the free version sufficess. Do you think Jolla is still interested in porting sailfish to various devices? Such a situation where Android support is not needed is likely to be remote as it would mean that Jolla's licensing partners are selling Sailfish devices like hotcakes. In such position Jolla might still want to continue world conquest and offer support to porting to other devices.

You will need to buy the Sailfish X software license per each device you use. Sailfish X software license is dedicated to one device and it can’t be transferred to another device.

You can use the device with Sailfish OS, but without the commercial content requiring a license. If you want to have the full experience you need to purchase a new license.
@Volker_S: I would say contact Zendesk for an individual solution.
European law says licenses can be sold. imho FAQ 8 and 9 do not cover this one case: License is activated under the old owner's Jolla account. Then the device with the license is sold. By Jolla rules it is not forbidden to the new owner to keep going with the old account and the old license (which would contradict the law).

The only option would be to transfer the license to the new owner. Could also be for a small fee from Jolla. Everything else is a bad conclusion in my opinion.
