Bug: Cannot install / uninstall apps, cannot enable dev mode

When I try to uninstall an app, the remorse timer counts down but the app remains. If I try to install an .rpm package through file manager, it reports a time-out and the installation fails. Store -> My Apps says "You do not have any installed apps" ( I have several). Cannot enable dev mode, it displays a "progress bar" but nothing happens. 1.0.3.8 installed, but it started offering an update again. I cannot download the update, it hangs at about 5% and then nothing. Left if running for the night, but no progress. Everything else works (browsing, emails, calling) , so it is possible this happened after updating to 1.0.3.8 (when released) since I haven't installed anything after that, and only noticed it now. Tried rebooting, removing battery for a minute but no help. I guess something is waiting to complete, but without dev mode, I guess my only option is factory reset since I cannot install anything new?

Also tried updating my Jolla account info. Can browse the store, but cannot install anything (starts to download but never finishes), still displays "you do not have any installed apps". Settings -> Apps only allows to configure stock apps, everything else is grayed out. Possibly related, but the store offered an update for Webcat prior to problems, even though Webcat was up to date. I also have Warehouse installed, but same problems there.

Have you checked that your date and time is current? As https connection will fail if your clock is behind over 30 seconds...

Thanks for the suggestion, I forgot to mention that I already double-checked the time settings as it was suggested in another thread. Also, I can't uninstall apps locally and that shouldn't depend on the connection. Everything points to (in my layman understanding) to the phone waiting for something to complete. Might be related: When I power off the phone, the led turns red for a moment. Not sure though. Even after powering off / removing the battery, the problem remains.

This is what I get if I try to install an .rpm file through File Manager:

Status: Waiting in queue Status: Waiting for authentication Status: Waiting in queue

after several minutes, I'm still waiting :)

could this indicate some problems on the server side? I have the same difficulties here, and everything worked smoothly until yesterday.
