forcing to choose different mobile network [answered]

I have provider X and i wish to force mobile network to choose mobile provider Y (because it has better mobile network). If provider X isn't available here, i am switched to provider Y anyway. so, i'd like (in cli is fine) to force to choose different provider.
errr, i didn't accept it, cause i couldn't confirm yet (i have no jolla) can someone else accept the answer???
