I don't know if it's a normal behaviour, it looks strange to me.
When I'm updating my emails (with the official email app), the Settings cover changes.
For a better comprehension, here is what's happening :
The Settings cover is the right one. Is it normal (I'm using 1.0.4.20)?

It informs you that some Transfers are in progress. If you swipe-right on the cover, you will end up in the Transfers view and be able to see what transfers are in progress (here it's the Email sync, but it will be the same for a download from the browser, for example. It will be even more cool for a download because the circle will display the progress and you will be able to cancel it by swiping-left).

i think this is because at this moment something is happening with your accounts.
