Terminal should be available without developer mode [duplicate]

For security reasons I don't like to run SSH daemon all the time on my Jolla phone. But I'd like to get access to Terminal and SSH client all the times. So please make Terminal available without developer mode activation. Running Terminal without developer mode should not allow root account access or any other privilege escalation through the command line.

Isn't that exactly what happens when, in the 'Developer mode' screen in Settings, you uncheck 'Remote connection'? You have to activate developer mode but you don't get root access that way.

SSH daemon is still running even if you uncheck remote connection option. There might be backdoor accounts or zero day vulnerabilities which I'm not aware of and therefore I don't want to enable SSH daemon at all when I don't need it.
