Hello,

I've got problem with matters mentioned in $SUBJ. After rebooting the setting System-Shorcuts-Enable swipe closing gets cleared (switched off) and also PIN is asked for after I try to call, not when the phone boots up. This is exactly the behavior presented in the comments here:

so I'm putting this up as a real bug - "do the factory reset" is kind of coward's solution for me ;-)
