I was just travelling, and had roaming turned off. I had cached map info of the destination, but the map was almost unusable, because it popped up the WIFI request dialog every few seconds, even when WIFI was turned off.

Could maps be made to understand that it's offline, and not try to connect anywhere?

I don't think this should be closed. The other thread is about offline turn by turn navigation not offline maps.

One of the great features of HERE maps on Nokia phones is being able to download an entire country's map before visiting it.

"Offline maps" and "offline navigation" are different features of Maps application for me. Definitely an option to download and cache a big chunks of the map(whole country) is a must for nowdays mapping solutions.

@aegis@zlatko "Offline turn-by-turn navigation" requires "offline maps", the first can't come without the second, so I always thought of them as two faces of the same coin. But I edited the more popular question to explicitly mention offline maps too. ;)
