[bug] Sim toolkit app re-appears outside of folder after reboot

if you put the Sim toolkit app into a folder in the app launcher and then reboot the phone, the Sim toolkit app reappears outside of the folder after the reboot.
This happened to me on the Nokia N9 too. However, I don't have an explanation to why this happens.
