(bug/question) Shortcuts setting resetting after reboot

Hi, I have problems, that when I reboot the device, my shortcut settings is back to default (no shortcuts to pulley menu, option "close by swipe down" disabled), I am not sure if it is intended to be this way, or if it is a bug... Is there something I can do about that ?
Hi, I still have problems with that :( even after latest update. I don't want to make factory reset (also there are problems with that), is there any way to set it ? I was trying to find som conf files for this, but ain't found sh* :) Please help, even terminal solution is welcomed !
