Jolla: Add request channel for jolla-exclusive functionality to be made available to all devs

NOTE : I am not aware of a similar discussion, if there is already, please alert and I will move the thread to it.
This could happen for example by moving existing (currently jolla-dev exclusive) functionality to nemo-mobile.
One way this could happen for example : either existing, whole jolla-specific "modules" (plugins, QML, ...), or then newly made modules containing only the specific functionality (i.e. splitted from the original module, whenever possible, for example if the requested functionality is part of a wider module / depends from other non-requested functionality, or from functionality Jolla does not want to disclose).
This would increase flexibility for developers, and open up new possibilities as well.
I can imagine that this would need :
- support from Jolla (obviously)
- a bi-directional channel to collect information on which functionality is required by the developers
The point of this thread is to verify point 1), specifically. I believe TJC could be a good place for 2).
