The phone suddenly restarted and is now stuck on the bootup screen showing the Jolla logo.

Taking out the battery and restart will not resolve the problem. Enabling the recovery mode and accessing the device via telnet and running option 1 (reset) or 5 (btrfs) does not work and gives error messages (mount failed due to invalid argument - same problem as other users reported when proposed with this ridiculous telnet operations).

So what other, if any, solutions are available?

Duplicate of https://together.jolla.com/question/18783/jolla-hangs-at-startup The answer is already there for your question

To help, here's a quote from that answer: "[if] it says cannot mount, invalid argument, you need to take it to service."

Sending the phone for service is not an option.

What @Stskeeps put in the answer are your options. If you refuse to send it in I'm afraid you're out of options.

Sending the phone anywhere is not possible to goverment security policies.

I do however believe there are other solutions since it is not a hardware failure.

Now, it is not very likely that Jolla repair technicians uses a magic wand to solve this issue - more likely a ROM flash-software is being used after the phone is put into recovery mode.

Jolla should publish service manuals and provide the software needed to fix phones stuck in the bootup process. And it should be done TODAY.
