[idea] Configurable notification system

There were questions concerning email vibration and LED notifications. The solution was, basically, manually editing text files in /usr/share/ngfd/events.d as root via developer mode. What I'd like to have is options for the notifications being available for a non-root user, either in the options menu or maybe even in the Ambiences.
