When device is locked and then connected to a PC by USB the device-lock screen pops up and it starts charging. USB-mode-chooser was not showing (good thing) and is not showing (bad thing)after entering lock-code.

It is supposed to work like that. It is to avoid data can be extracted from your locked phone by USB.
(That the dialog does not show after unlocking has been a long standing UI bug. And we have a fix coming for update 10)
No idea if there is a bug out in the open. But your report made me rethink things, I just implemented a possible fix in the lower usb handling layers, so with a bit of luck this will be fixed without having to fix the ui.
