Discalimer: I can't believe this is not a duplicate, but a search didn't bring anything up so 3-2-1 here we go

Is Jolla (or a developer) working on a wallet application that would take advantage of the NFC chip in the phone?

I have no idea if the NFC chip on the phone would support that, I can't see why it wouldn't though. This would be pretty sweet even though touch-to-pay (tap-to-pay what ever you want to call it) isn't particarly common yet, although lots of credit cards are starting to have NFC chips for small volume purchases.

How would the app work in practice? A PayPal account link maybe to connect it to my debit/credit card, or more of a prepaid thing where I would have to "upload" money to my wallet before using it?

I am assuming that Google Wallet wouldn't work due to some software/hardware incompatibilities.

The NFC chip (in Jolla phone) is not supposed to be used outside of the other half detection. Apparently the range is limited and so the use also... Some have mentioned the possibility to use an other half to increase its power but I have not seen anything yet.

For this type of application (payment) the SecureElement is necessary. The SE is not open for everyone, in this case Jolla is the 'owner'. They have to sign contracts with e.g. creditcard companies resp. need partnerships worlwide. This is the reason why the NFC solution is not running, at the moment you can find only lots of 'island' solution. Due to this I don't believe that we will see that kind of solution the next time maybe never. This is one of the major problem of the technology....

There's a good article regarding this issue on ars (link). I was somewhat surprised to find for instance that the chip and pin devices that been common in Europe for years are just now being pushed out in the states. Most credit card companies being american that might have an impact on the speed of adoption of this tech, but I don't see why these couldn't be consolidated, like PayPal has done. Let them sort out the contracts with the creditcard companies, and the NFC auth just goes to PayPal, or some other service provider. The problem I see is pushing all of this software out to the POS terminals so that when an NFC chip is scanned in the store the correct backend service for that is found. As far as I know the terminals are controlled by the creditcard companies.
