I just realized that the volume slider isn't displayed on the lockscreen, i.e. the slider that appears for system volume when the volume rocker is pushed. It''s only displayed in multitaksing view and in the app grid, and in apps of course.

It was a bug allowing device unlocking by volume keys and was fixed in some update.

strange. it appears on my lockscreen. even when the screen is off, on volume rocker, it shows lockscreen+slider briefly and fades out. 1.0.8.19

Hm, I have the same behaviour now... volume slider works under all circumstances (screen on/off, lock screen, etc). Also on 1.0.8.19. The situation I had before was that I went from 'sound off' to 'sound on' with the pulley menu on lock screen - and the volume slider would'nt work, only in app view, so I couldn't turn up the ring tone. And now it works even with the screen off... strange. Can't replicate the old behaviour. Let's file it under freak accident.

AFAIK Not a bug, works as its intented. In lockscreen all touchinputs and volumekeys are disabled for blocking the accidental events in for example pocket.
