I wish I could add location alarms on the maps app or some other app, so I could take a nap on the train etc.

Would be useful for other stuff as well. ...but will suck battery power.

Back in the days there was an app for Nokia 9110 that could do just that. It used GSM cell ID:s to determine the location. It was before GPS stuff so you had to teach it first what cell is called home etc.

Of course it wasn't as accurate as GPS, but it was enough for the use OP suggested and that kind of locating wouldn't drain the battery. Only problem would be making the database of the cell locations.

Would that still be possible?

I don't know why wouldn't it be. Every GSM cell has its own ID that identifies it. The ID is not shown in the user interface but it's not secret in any way. Only it would not be accurate enough for all use cases, so the app should have possibility to using GPS too.

I would like to see something that could do any user determined actions based on location. For example the phone could turn on wifi at home or work or change the ringtone to silent etc.

Could the identified cells be shown on maps somehow?
