Is there an option to disable dialpad tones when the Sounds are not in silent mode?

No there isn't. See Unexpected volume behavior: sound from pulley menu when vol. set to zero for further info. Would be a nice "feature" though to have an option to turn of that sound within the app (or via Settings>Apps>Phone)
