BUG. Long swipe triggers rearrange mode in launcher [duplicate]

Hi! Has anybody noticed that at the last page of launcher icons the rearrange mode can be activated by swipe gesture, if done enough slowly it registers as tap and hold. This bug has been here over any version of the OS.
It only happens when you start the swipe from empty space, and you can actually swipe as fast as you want, it will still enter the rearrange mode.
