I can confirm this issue: many universities have blocked this app and asked the users of this outlook app to change their passwords asap. I'd anyway never recommend using a 3rd party e-mail app, that hasn't a broad approval from a critical community. Regarding Jolla, just stick to the native e-mail app which works fine with the MS Exchange Server through ActiveSync (with all the obvious annoyances as usual).
