Bug in keyboard selection in settings

When you have more than 6 keyboard layouts active, the "Active keyboard" selection in text input settings shows the list in an extra screen. With 6 or less, it shows as an "inline" popup list.
There is a minor bug in the UI that the inline popup list is not shown if there were more than 6 keyboard layouts active before and if you had the keyboard layout selection open before and you haven't yet closed the text input screen in between.
The screen is just darkened as if the popup list would show, but it isn't actually shown (see below).
