Bug: International calls don't always connect on first attempt

There seems to be a small issue in regard to making international phonecalls - they don't always connect on the first attempt. It's as if the phone didn't get the international dialling code "+xyz" (or maybe it just ignores the "+", I don't know) at the start of a number and tries to call a local number instead, then giving you the "this number is not in use" nag from a local operator (in my case: either in Finnish or in Estonian).

I never had this issue before, while still using my trusty old Nokia E71, so I'm relatively convinced it's a device-related issue.

Immediately redialing the same number always goes through as expected. At least so far.

Anyone else noticed the same?

Edit: I haven't been able to come up with a reliable way of reproducing the issue and it has only happened to me maybe 4 or 5 times over the course of approx. 2 months.
