I was looking into data-mining and started HERE without internet connection, after I connected, HERE does not start downloading tiles on its own.

EDIT: while further testing as I had no tiles loaded for every location I had saved, with A-GPS but being offline it seems to remember what tiles it had loaded (so I guess it wasn't "not showing" known tiles but has downloaded all tiles for all saved locations once it had internet somewhere in between)
