Android apps start on device bootup??

My device became slow for unknown reason. Up to the point that double-tap unlock was takes a second or two and was reacting to swipe then after a second or two too. So I rebooted phone, started Maps only and.. suddenly I saw a WhatsApp alert message on screen. A legal proper message (I just started using Mitakuuluu so Android app was telling WhatsApp can be used on one device only) except for that not a single Android app was started.

I am not sure if it's a bug or feature, but taking into account how much Android apps can slow the device (speculation by me), I would really like Android VM not to be started unless I actually want it.
