I think that is not a bug but it's so by intention? Probably because on tablet the menu would be very wide in landscape mode. But I don't know, it's just a guess.

Intuitive and simple. I think this might go into the "feature" category, especially, as @naytsyrhc said, when tablet use cases are considered.
