Restart network causes homescreen restart

Sometimes when restart network connection via utilities, it restarts the homescreen too. What causes this? By the way, my Jolla in 1.1.7.28 always loses 4G connection(China Unicom), but at the same time other phone is in good condition. Any idea to solve it? Thank you!
