Camera sound is treated as ringtone
Camera app volume is binded to ringtone volume, not to media volume.
Just mute media volume and make some shots - they will produce sound.
Then mute ringtone and make some more - there will be no sound.

This is actually a feature, not a bug.
There are times you need to shoot without sound.
Latest update 1.1.9 had a new "bug" that for me was a great feature: if you shoot using the "volume up" key and keep pressed it, you get a "burst" of photos. Albeit slow if compared to digital cameras, it actually saved my day many times already.
Sure I need to shoot silently, but why have I to mute my ringtone for that? Especially when I have no way to mute it due to the "bug" you describe.
If camera sound would be a media sound then you could mute it with three-fingered slide. But now there is now way to do it without leaving camera app.

Buy anyway, why do you think that ringer volume is more suitable for camera app? Because of hardware buttons bound to shutter so there is no way to mute camera app in advance? But it's obviously lack of mute settings in camera app.

In fact it is treated as system sound. System sounds (e.g. low battery, device unlock) have nothing to do with ringtone volume. They just get silent on silent mode.
