Cannot disable mobile data while not currently connected

My previous post (phone crashing upon connection to mobile data) makes this problem all the more frustrating...

The settings button for mobile data confuses connection status with configuration. If the connection is not currently active but is enable (e.g. you are outside a coverage area) then the button is greyed out and you cannot toggle it to disable it. Configuration should not be intertwined with status display in this way. The solution could be simple: use the dot below the icon for toggling on/off, and the icon itself to indicate status (through animation or brightness etc).

With the others (WLAN, Bluetooth), this isn't a problem. If they're not connected and in active use, you can still switch them on or off.

In my particular case, this comes up a lot. My train often arrives at the station via a tunnel without mobile (data) coverage. Usually at this point, I want to switch data off, put the phone in my pocket and go to work. But I can't turn it off until it finally succeeds in connecting when I come out of the station. (Data/WLAN/bluetooth really need to be configurable by Ambiences too, which would alse alleviate this problem.)
