You might want to have a look at the questions tagged as how-to. Keep an eye on whether a question is marked as wiki which encourages you to freely edit the initial question for documentation purposes - even though most people will rather give their input in an answer where they will still receive karma, and most wiki flags are set by people thinking that their personal karma gain is irrelevant over the importance of the question.
Also, point taken, yet: what can you do to get together closer to what you want it to be? Feel yourself invited to create wiki questions, propose edits, help tagging posts properly, be part of the community. Get in touch with a mod to get a primer on the etiquette, and the trolling/flaming/griefing that goes on behind the scenes that is to be kept at bay to keep together sailing the Sea of Usefulness.
