Bundyo has created one, now even with an RPM package. Find it here: http://talk.maemo.org/showthread.php?s=f9b912a7b687f73039889e748ab34fe5&t=91917
It is also available for installation from OpenRepos: https://openrepos.net/content/bundyo/bulgarian-phonetic-keyboard
EDIT: Since Sailfish OS version 2.1.0 (Iijoki) there is a Bulgarian layout out of the box. Do not install the above ones!
This solution doesn't cut it. Jolla is available to europe for like 9 months and still there are keyboard layouts missing. And this should be addressed by either providing the layouts or allowing layouts in the store.
