If you still know your lock code you can try this workaround or reset your Jolla to factory state (not really sure if this will work).

If you don't know your lock code anymore you have to contact Jolla Care like also mentioned e.g. here. I think Jolla will check if the IMEI of your Jolla correlates with your Adress in your Jolla Account and will reflash the phone for you.

If you stole/found this Jolla you can still contact Jolla care and tell them the IMEI so they can contact the former owner. Otherwise you can't do anything to unlock a locked phone.
