Rearrange Browser's pulley menu

There is a pulley menu at the Browser's "tab-screen" with the following items in this exact order:

  • Private/normal browsing
  • Close all tabs
  • New tab

However, the "Close all tabs" is only there when there is at least one open tab. Thanks to the new pulley menu delay, the menu item is sometimes removed while you are trying to toggle Private browsing mode which makes my life really hard.

Could the menu items be rearranged or something? (And yes, of course I patched it allready)
