win7 : 1602 sdk installer stuck - again - on key generation?

as per title; before moving the mouse for a while helped; this time not anymore. anyone else having same issue? Anyone able to provide a solution?

Edit : this has been tested including the emulator install.

According to some sources, it appears a similiar issue might be caused if you run setup without administrator priviledges.

The problem does not appear without emulator installation

But it seems to appear when installing over an existing installation!
