With my jolla 1 I can see thai characters but not with jollac !!! Again with 2.0.4.13
I checked Thai Wikipedia using both Jolla (JP1301) and Jolla C and noticed the same as you: while JP1301 showed Thai characters, Jolla C had everything replaced with a placeholder (square).
So, I checked the contents of /user/share/fonts/ on my JP1301 and Jolla C, and noticed that JP1301 had a directory called droid which has a font file DroidSansThai.tff in it. This seems to be the font used for Thai characters in Sailfish OS. So, using developer mode on my Jolla C, I searched for font packages using pkcon search name font
.
Package called droid-sans-fonts sounded right, so I installed it pkcon install droid-sans-fonts
and now my Jolla C shows Thai characters (only tested viewing Thai Wikipedia on stock browser). I don't read Thai so I have no idea if it works right, but at least there are no blank characters any more...

This post is a wiki. Anyone with karma >75 is welcome to improve it.
A Thai language and keyboard support would be awesome and would let the community growing.
Not working 2.0.4.14 no rpm in release pkcon install droid-sans-fonts not fund.
Trivia
An empty rectangle that replaces a foreign character or emoji is called tofu.

It would be better to use the Noto Thai font than the Droid version.

I actually created keyboard based on http://bundyo.org/jolla/layouts/bg.qml VKB layout and I still had the square problem with the special simbols like Mai-aek Mai-Toe Mai-Tree Mai-Chattawa Mai-tai-ku etc.. here is the VKB conf and qml file https://1drv.ms/u/s!AsNsKN33FBTvpVQrzTeCubo7_Tv8
