Cannot change volume in FM radio when screen is off

When FM radio is playing and screen is off, volume keys do nothing. In contrast, when e.g. a song is playing in media player app volume keys can change the volume even when the screen is off.

Thanks for reporting. I filed internal ticket for this.

Volume keys are enabled/disabled based on audio policy signaling from ohm daemon. FM radio audio is currently handled as internal-to-pulseaudio stream -> does not show externally & does not affect volume button policy.
