android os background data

I just bought Intex Aqua Fish and found that recently since few days (I have bought it 2 weeks back) the android OS background data usage is very high (goes to around 100MB per day). One night it downloaded around 300MB. The app My Data Manager shows the usage as only Android OS Services but not for individual apps. I tried to install other apps like Data Eye but it is not getting enabled. This problem was not observed on any android devices that I owned earlier.

Is there a way to determine which app is using the background data?

Is this the case even after a fresh boot?

Yes. It doesn't matter if uts fresh boot or not.
